【 摘 要 】
This paper examines recent changes inthe structure of Argentine exports and the implications forfuture growth. The authors find that the current exportstructure of Argentina is not conducive to future growthbecause it is dominated by low-productivity goods that tendto be exported by low-income countries. The productivitycontent of Argentine exports has increased recentlyalthough, as of 2004, these changes have been relativelyminor. The authors identify products with characteristicssimilar to those currently exported by Argentina and whichare more likely to foster growth because they would shiftthe structure of exports more the efficiency frontier. Thoseproducts include chemicals and primary products with somedegree of value added, including partly processed meat, fishand grains. If economic growth is to be fostered bydeveloping new export products and by increasing the valueadded of existing exports, there will be a need forsector-specific analysis to address possible marketfailures. The analysis should focus on issues such as theprovision of public goods needed for production (includinginfrastructure, but also complex intangibles such assector-specific legislation), possible impediments toeffective coordination, sector-specific and economy wideexternalities, or barriers to information. This last sourceof potential market failure is critical to a successfulpolicy framework for exports and growth.
