Adaptation to Climate Extremes in Developing Countries : The Role of Education

【 摘 要 】

Global climate models predict a rise inextreme weather in the next century. To better understandfuture interactions among adaptation costs, socioeconomicdevelopment, and climate change in developing countries,observed losses of life from floods and droughts during1960-2003 are modeled using three determinants: weatherevents, income per capita, and female education. Theanalysis reveals countries with high female educationweathered extreme weather events better than countries withequivalent income and weather conditions. In that case, onewould expect resilience to increase with economic growth andimprovements in education. The relationship betweenresilience in the face of extreme weather events andincreases in female education expenditure holds whensocioeconomic development continues but the climate does notchange, and socioeconomic development continues with weatherpaths driven by "wet" and "dry" GlobalClimate Models. Educating young women may be one of the bestclimate change disaster prevention investments in additionto high social rates of return in overall sustainabledevelopment goals.
