The development of a regulatoryframework which meets international standards is a majorconcern in the Middle East and North Africa (MENA) region,as it is key not only to fostering economic development butalso to ensuring the wellbeing of its citizens. To achievethis goal, it is important to: create a sound institutionalstructure; employ staff qualified in law drafting; set upefficient procedures for co-ordination and consultation; andensure that the possible impact of new legal instruments isassessed before adopted. The prime objective of the WorldBank in supporting the KRG Shura Council remains an improvedguide consistent with international standards that can beused by all relevant parties in charge of drafting all typesof legislation in the KRG. In keeping with better regulationprinciples, the authority and impact of the guide are to beachieved more by the relevance of its contents and thequality of its practical advice than by the strength of thelegal instrument that seeks to enforce it. This will help tomaximize the benefits of the guide in the KRG. In thiscontext, the official use of the guide to legislativedrafting should become mandatory. This could be achievedeither through making the guide an integral part of a newlaw on legislative drafting to be passed by the parliamentin the KRG under penalty of 0ity of any draft law thatviolates this rule.
