Regulating infrastructure utilities canbe extremely complex and fraught with risks of politicalinterference and capture by interest groups, especially incountries with little tradition of politically independentgovernment agencies. To deal with these challenges,policymakers and regulators have sometimes contracted thirdparties-such as independent experts and consultants-toprovide advisory or binding input into the administration ofregulatory functions. This Note examines internationalexperience in this area and explores the key implicationsfor policymakers.
