This study analyzes the role of localgovernance in the implementation of Bolsa Escola, adecentralized conditional cash transfer program for childeducation in Brazil. It is based on a survey of 260municipalities in four states of the Northeast. The analysisfocuses on program implementation. Results show that therewas considerable confusion over the municipality s role inbeneficiary selection and consequently much heterogeneity inimplementation across municipalities. Social controlcouncils as direct accountability mechanisms were often notin place and poorly informed, weakening their role. However,electoral support for incumbent mayors rewarded largerprogram coverage, presence of councils, and low leakages ofbenefits to the non-poor.
