【 摘 要 】
This paper explains the major issues andlessons derived from the national forest management programand REDD+ initiatives in Tanzania. It finds that addressingthe most important drivers of forest degradation anddeforestation, in particular the country energy needs andlandownership, is essential for success in reducingemissions regardless of the type of program implemented. Italso finds that, through the national program, forest usershave learned to maximize profit from the sustainable use ofthe forest; however, the program reports great variabilityin the success of forest conservation. REDD+ may complementthe national program by adding funding and other resourcesto start projects at the local level while giving additionalpayments for the permanence of carbon stocks may help toimprove the social outcomes of those villages practicingsustainable forest management. However, a carefulcharacterization of the national projects is necessary togeneralize how REDD+ can be effectively implemented so thatadditional economic and environmental benefits are generatedover what the national program is already achieving.Addressing this issue is key for identifying the conditionsunder which REDD+ achieves environmental additionality in Tanzania.
