This policy note has two objectives inthe context of Bangladesh: (i) identify possible modalitiesfor increasing social awareness among the general public todemand best value for money in the use of public funds and,through this, for promoting a general acceptance of socialaccountability as a legitimate form of engagement betweenthe public sector, the citizenry, and the private sector;and (ii) provide guidance on (a) how to engage governmentofficials and the contracting community in adopting aculture shift towards more transparent practices and (b) howto communicate to the public the importance and benefits ofadopting behavior well suited in facilitating greaterefficiency and effectiveness of public procurement. Boththese objectives can contribute to the emergence/ engagementof highly visible and vocal civil society organizations inthe monitoring of procurement process as well as outcomes,particularly those interest in fighting corruption. Thispolicy note discusses the need to induce as well as proposea possible approach to stimulating behavioral change amongall stakeholders to the public procurement system inBangladesh (government, civil society, and private sector)that brings acceptance of the idea or concept of socialaccountability as a legitimate form of engagement.
