A strategic purchaser seeks to achievethe necessary correspondence between the needed health careservices and goods (interventions) and the providers. Inorder to achieve this matching it is important to definewith precision and in great detail what are theinterventions needed to achieve in the most efficient waythe goals of the purchaser before entering in thecontracting process. The greater the complexity of theintervention the greater the need to contract withintegrated delivery systems and not with individualproviders. In the absence of integrated delivery systems,purchasers can provide the coordination of services andother related managerial activities in order to offer acontinuum of care to the target population. However, thishands on approach is a heavy burden for purchasers andideally this approach should be only transitory in order tofocus on monitoring outcomes rather than micro-managing theprovision of health care services.
