This brief provides a description of theCascade Analysis Tool (CAT) and a summary of an earlyapplication of the tool in Poltava Region, central Ukraine.The CAT is a mathematical model with a generic, flexibleframework which means different types of service deliverycascades can be analyzed. The tool makes practical use ofthe increasing quantities of data on the costs, coverage,and impact of health and development interventions. Byintegrating various data types, it adds value to currentanalytics, and provides additional decision support. Theobjective of the CAT application in Poltava Region was toestimate the costs of providing diabetes care in thisregion, and the most cost-effective ways to address the mainbreakpoints in the care continuum - diagnosis and glucosecontrol. The analysis demonstrated that targeted investmentsto improve case detection and treatment adherence are themost efficient interventions for improved diabetes outcomesin Poltava Region. Quantitative tools which capture servicedelivery and outcomes like the CAT provide decision supportand evaluation for prioritizing investment into serviceswhich close the gaps in implementation.
