【 摘 要 】

This paper analyzes the patterns of andthe challenges for youth employment in Pakistan and examineswhether these challenges are youth-specific. Using the2005/2006 Labor Force Survey, the analysis includesdeterminants of unemployment, determinants of working in theformal sector, rate of return on education, and determinantsof working hours. The paper finds that many of thechallenges to youth employment in Pakistan are notyouth-specific. Policies should thus emphasize broader labormarket reforms, even in the context of tackling youthemployment issues. Still, some challenges areyouth-specific, such as a higher youth unemployment rate andinsufficient returns to better-educated youth. To addressthese challenges, more youth-specific interventions are needed.
