【 摘 要 】
This report on anti-money laundering(AML) and combating the financing of terrorism (CFT)regulation addresses the consequences of these regulationson low-income people. The introduction of new or tightenedAML/CFT regulations may have the unintended and undesirableconsequence of reducing the access of low-income individualsto formal financial services. As a means to avoid thisoutcome, this paper argues in favor of gradualimplementation of new measures; the adoption of a risk-basedapproach to regulation; and the use of exemptions forlow-risk categories of transactions.
