【 摘 要 】
This paper studies the impact of labormarket policies on growth and unemployment inlabor-exporting countries in the Middle East and NorthAfrica. The analysis is based on a framework that capturesmany of the main features of the labor market in thesecountries. We conduct a variety of policy experiments,including a reduction in payroll taxation, cuts in publicsector wages and employment, an increase in employmentsubsidies, a reduction in trade unions' bargainingpower, and a composite reform program. Our key message isthat to foster broad-based growth and job creation in theregion, labor market reforms must not be viewed in isolationbut rather as a component of a comprehensive program ofstructural reforms.
