【 摘 要 】
Water policy is an important topic onthe agenda of the international community, and efficiencyand equity in the allocation of water have emerged asimportant factors to be considered. Water pricing can beused to mitigate both the quantity and quality dimensions ofwater scarcity. This paper reviews partial equilibriummodels and general equilibrium models that are relevant toirrigation water management issues. The most widelydiscussed issues in these models are water markets and waterpricing. The interrelationships between economic, cultural,social, and political aspects that are related to waterpolicy make it difficult to provide a comprehensive policyanalysis. General equilibrium models of irrigation watermanagement allow incorporation of both the irrigation sectorand the other sectors in the economy and analysis ofpolicies affecting each of them and the interaction betweenthem. In addition to being able to address sector andhousehold specifications, production factors, time horizon,pricing policies, and institutions such as water markets,general equilibrium models allow the analysis of the impactof water policies on equity and poverty alleviation. Theauthors conclude that, although there has been a significantincrease in efforts to analyze water related problems,analytical and empirical research in the field is stilldeficient and more effort is needed to address them.
