【 摘 要 】

This Technical Note, of an informalnature, summarizes our recommendations based on the currentscope of discussions with supervisors of BoS in charge ofsupervising the Target Group, including several meetingsorganized by the latter with management of the parent bank.The Note is organized in three sections. The first sectionincludes a summary of our main recommendations. The secondsection presents a few strategic issues we noted, which maybe of interest to BoS going forward as it implements riskbased supervision. The third and last section proposes aseries of elements to continue the supervision of the TargetGroup going forward, including how to assess internalgovernance in a practical manner. Given the depth of issuesinvolved, and that in internal governance the importance isin the details, on purpose this Technical Note is long inproviding detailed recommendations on how to implementconsolidated risk based supervision.
