【 摘 要 】

This paper addresses the conditionsunder which donor and non-state actor service provision islikely to undermine or strengthen citizens'legitimating beliefs. On the one hand, citizens may be lesslikely to support their government with quasi-voluntarycompliance when they credit non-state actors or donors forservice provision. On the other hand, the provision of goodsand services by donors and non-state actors might strengthencitizens' confidence in their government and theirwillingness to defer to governmental laws and regulations ifcitizens believe that the government is essential toleveraging and managing these resources. The author assessesthese competing hypotheses using multi-level analyses ofAfrobarometer survey data. The sample, drawn from acontinuum of developing societies in Africa, allows foranalysis of associations between donor and non-state actorservice provision and the sense of obligation to comply withthe tax authorities, the police and courts. The findingsyield support for the hypothesis that the provision ofservices by donors and non-state actors is strengthening,rather than undermining, the relationship between citizensand the state.
