【 摘 要 】
Bibliometric measures based on citationsare widely used in assessing the scientific publicationrecords of authors, institutions and journals. Yet currentlyfavored measures lack a clear conceptual foundation and areknown to have counter-intuitive properties. The authorspropose a new approach that is grounded on a theoretical"influence function," representing explicit priorbeliefs about how citations reflect influence. They provideconditions for robust qualitative comparisons of influence-- conditions that can be implemented usingreadily-available data. An example is provided using theeconomics publication records of selected universities andthe World Bank.
