Knowledge based economies have anadvantage in today's liberalized global market. OECDcountries with extensive knowledge assets are able to driverapid technological progress and reap the benefits ineconomic growth and rising living standards. Yet, LatinAmerican and Caribbean (LAC) countries struggle to providetheir citizens with the educational levels and advancedskills needed to create and apply new knowledge. Recentempirical work by Sanchez-Paramo and Schady (2002) documentsa remarkable shift in labor demand towards advanced skillsin LAC countries. Producing skilled and knowledgeable peoplerequires a strong education system, including access to goodsecondary and tertiary education. This note providesinformation about World Bank assistance to LAC countries toincrease access to quality tertiary education.
