This report reflects a two-stage workflow designed to fulfill the research objectives: stage onedefined the methodology, and stages two tested thismethodology and transferred the know-how to the ChinaRailway Corporation and its consultants through casestudies. Chapter two summarizes the theoretical frameworkwithin which regional economic impacts are discussed andquantified. Chapter three reviews current regional economicimpact analyses in China. Chapter four summarizes theapproach to practical regional impact assessment in othercountries and reviews the relevance of the main methods inthe Chinese context. Chapter five summarizes the work thathas been carried out by the World Bank to date in estimatingregional impacts in China. Chapter six develops a practicalapproach to quantifying the regional economic impacts offuture HSR in China, including methods for data collection,surveys and interviews. Chapter seven presents theimplementation of the methodology in the case studies andthe interpretation of quantified model results. Chaptereight summarizes the conclusions and the recommendations forfurther work. In addition, appendices one to three providefurther details about existing assessment studies andmethodologies. Appendices four and five show the interviewand survey forms. A separate report provides a step-by-stephow-to guide for a regional economic impact assessment usinga four zone generic example model, which as a simplenumerical example complements the presentation of the casestudy applications on Changchun-Jilin HSR and the northernpart of the Beijing-Shanghai HSR.
