Performance of electric utilities isessential for the reform of the electricity sector in theSub-Saharan Africa (SSA) countries. The World Bank isleading a number of initiatives to improve electric utilityperformance in SSA. The Africa Energy unit of the World Bankrecently introduced the Electric Utility Capacity AssistanceProgram (EUCAP) for Africa. Among other activities, theEUCAP aims to collate relevant utility performance datawithin the context of the Bank operations, with the dualobjective of assessing the impact of reforms and motivatingutility management to achieve better outcomes. In order toreach this objective, performance benchmarking approach wasdeveloped. In this approach, benchmarking starts with theselection of the Key Performance Indices (KPIs) reflectingmajor elements of utility day-to-day operations, includingtechnical, operational and financial. Then a framework tocompare performance of the sector in various countries andamong utilities using these indices is applied.
