Governments typically provide the waterand sanitation sector with substantial amounts of publicmoney. Monopoly power, public funds, and discretionarydecisions, coupled with poor accountability, breedcorruption. The best hope for reducing corruption in thewater and sanitation sector is to incentivize water sectorofficials and managers to be responsive to citizens' demands.
