This report concerns about policybriefing and outlines the main findings and policy optionsassociated with the analysis of public spending in terms ofequity and allocative efficiency. This Public ExpenditureReview (PER) covers the sectors of Education, Health,Agriculture, and the area of decentralization. The mainobjective of this Public Expenditure Review is to examinethe allocative efficiency and equity of public spending inAngola. Five cross-cutting messages are drawn from theanalysis of public spending and fiscal management in thecontext of this Public Expenditure Review: (i) the need toprepare public spending plans within a multiyearperspective; (ii) the need to improve the efficiency ofpublic spending; (iii) the need to improve the quality ofthe data on social indicators and on the budget; (iv) theneed to observe equity considerations in the preparation ofthe budget ; and (v) the need for steady progress withdecentralization. The first volume, a policy briefing,outlines the main findings and policy options associatedwith the analysis of public spending in terms of equity andallocative efficiency.
