In the past year, the donor communityhas paid unprecedented attention to the subject of capacitydevelopment. From the World Bank task force on capacitydevelopment in Africa to the Paris Declaration on aideffectiveness, donors have signaled both the importance ofthe issue to African development and a new determination toimprove results on capacity development interventions. ForAfrican practitioners, however, whether this new attentionwill result in real changes is still unclear. This briefexamines some of the African reactions, gathered through aseries of consultations in the past year, to growingattention on capacity development among donors. Unless thenew commitments lead to real changes in behavior on theground, the African practitioners say, the latestcommitments will simply be remembered as yet another missedturning point.
