This report is part of the WorldBank's advisory and analytical assistance to theGovernment of Chile. The report examines whether Chile has asocial protection "system" - broadly defined toinclude policy interventions, public institutions, and theregulation of private institutions that lower the welfarecosts of adverse shocks to income from job loss and extendedunemployment, health episodes, old age, and life-timepoverty - or simply a set of loosely coordinated programs.Further, the report assesses whether households are providedwith appropriate tools to mitigate risks to their income,identifying gaps in coverage and where instruments aremissing. Finally, the report provides the Government with aset of guidelines, grounded in a conceptual framework thatif carefully applied, could increase the effectiveness ofsocial protection.
