【 摘 要 】
Southern African institutions involvedin disaster management face two major new threats:theHIV/AIDS pandemic (eroding organizational capacity andincreasing vulnerability of the population), and climatechange (higher risk of extreme events and disasters).Analyzing the combined effects of these two threats on sixdisaster-related institutions in Malawi, the authors findevidence of a growing gap between demand for their servicesand capacity to satisfy that demand. HIV/AIDS leads to staffattrition, high vacancy rates, absenteeism, increasedworkload and other negative effects enhanced by humanresources policies and financial limitations. Many necessarytasks cannot be carried out adequately with constraints suchas the 42 percentvacancy rate in the Department of Povertyand Disaster Management Affairs, or the reduction ofrainfall stations operated by the Meteorological Servicefrom over 800 in 1988 to just 135 in 2006. The authorshighlight implications of declining organizational capacityfor climate change adaptation, and formulate recommendations.
