Operations in the education sector canbe greatly improved by increasing the participation ofgovernment officials, education professionals, localcommunities, and the private sector. Such participation canincrease the relevance and quality of education, improveownership and build consensus, help to reach remote anddisadvantage groups, mobilize additional resources, andbuild institutional capacity. Participatory operationsinvolve risks and costs, however, and certain preconditionsare necessary for success. These are: (a) early stakeholderanalysis and involvement; (b) information sharing anddialogue among stakeholders; (c) flexibility in the funding,timing, and scale of projects; (d) institutionalstrengthening; and (e) appropriate systems of monitoring andevaluation, and mechanisms for ensuring accountability.
