Brazil has made considerable progresstoward macroeconomic stability since reform measures beganto take hold in the early 1990s, and its economy hasproduced stronger growth as a result-an average of 2.5percent annually over the past decade. Brazil will have beenmuch better able to take advantage of domestic andinternational opportunities to spur growth, as didcompetitors such as China. The Brazilian economy hasremained stable as a result of prudent macroeconomicmanagement-including fiscal and monetary policy, as well asdebt management. In Brazil, investment in technologicalinnovation comes mainly from the public sector. Brazilinvested in research and development infrastructure farearlier than most other developing countries. Acquiring andadapting global knowledge and technology Brazilian firms arejust awakening to the full benefits that acquired foreigntechnology can bring. The report proposes concrete actionsin six key areas-the enabling environment, knowledgecreation and commercialization, acquisition of foreignknowledge, leveraging and dissemination of technology use,basic education and skills, and tertiary education.
