This study is the second phase of ananalysis of local governance in Angola. The first phaseaimed to identify factors enabling and constraining localgovernance, from the point of view of local government andof civil society. Phase one also identified opportunitiesfor reinforcing state-citizen co-productive relationships.The second phase considers how current programs are dealingwith the structural constraints and opportunities identifiedduring phase one. The study aimed to be practice based andproduce recommendations firmly based in local reality. Thestudy is part of a three-country analysis by the World Bank,including the Philippines and Zambia, in addition to Angola.The three country studies followed the same questionnaireand gathered similar information to allow for comparativeanalysis. While the study highlights a variety of programsaimed at strengthening local government-civil societyrelationships, a note of caution is essential. Most of theseprograms are still in the relatively early stages and arecontinuing to identify the most effective approaches inovercoming constraints. Sustainability remains a livequestion for most and while the study tries to address thisissue, further analysis will be required in the future.
