An essential part of the PakistanInfrastructure Implementation Capacity Assessment (PIICA)was an assessment of available resources and the demandgenerated for these resources by the proposed infrastructureprojects. A demand-supply gap analysis for Human Resources(HR), major construction materials and equipment keeping inview the Medium Term Development Framework (MTDF) for up to2010 has been reviewed to better understand the constraintsfaced by the industry. Shortage of manpower emerged as asignificant theme when studying the implementation capacityof large infrastructure projects in Pakistan. Stakeholders(clients, consultants and contractors) have been unanimousin identifying the lack of suitably qualified people intheir organizations as an impediment both to successfulimplementation as well as the quality of the products andservices they deliver. The Perception Survey conducted forthe purpose of this study revealed that 67 percent ofstakeholders believed that HR posed a significant constraintto the implementation of large infrastructure projects inPakistan (Gallup Perception Survey,(2006). It is thusimportant to quantify the HR gap within the constructionindustry, both in absolute numbers and skills deficienciesand the gaps in materials and machinery, given the enlargedinfrastructure construction program planned during the nextfew years under the MTDF. Have the planners and policymakers catered for these pre-requisites in the MTDF? This isthe question that the study addresses'.
