【 摘 要 】
The World Bank's road safetypartnership with the Government of China (GOC) is maturingat a time when a deeper awareness of the negativedevelopment impacts of road crashes in low and middle-incomecountries coincides with the shift in road safety managementpolicies and practices in leading high-income countrieswhich are becoming focused on the elimination of road deathsand serious injuries, rather than accepting them as humanfailure and the inevitable price of economic progress. Thisshift in results focus is also aligned with othersustainable development initiatives addressingenvironmental, energy and public health goals, which presentsignificant opportunities to capture the co-benefits ofharmonized initiatives. For these reasons the World Bank andGOC agreed to review the situation in China and prepare anew road safety engagement strategy. The proposed strategyaims to facilitate an accelerated transfer of road safetyknowledge and scaling up of investment at national,provincial and city levels to rapidly improve China'sroad safety performance, with an emphasis on strengtheningnational lead agency functions and multisectoralcoordination arrangements. It also aims to promoteChina's regional and global leadership role over thecoming decade and draw upon the innovative services ofinternational partners through the World Bank's globalnetworks and road safety investment experience. The need fora designated agency to lead and coordinate the delivery ofactivities under the new engagement strategy washighlighted. Several candidate agencies were considered andin particular the State Administration for Work Safety(SAWS) was identified as being well placed and ready to takeresponsibility for this task.This report summarizes thereview findings and presents them in an operationalframework specified in the form of a project conceptencompassing all activities proposed under the newengagement strategy. It then outlines the steps to be takento finalize the project concept before detailed preparationfor its implementation can commence.
