The Russian Far East faces severedevelopment challenges. Its remoteness and harsh winterconditions, particularly in the case of Magadan Oblast, limit economic development opportunities to mining andfishing. The weak investment climate, combined withgeographic isolation, contribute to a poor standard ofliving. And the most vulnerable group is the indigenouscommunity, where unemployment is four to five times that ofthe general population.
