【 摘 要 】
This paper surveys the recent literaturewhich examines the impact of business climate variables onproductivity and growth in developing countries usingenterprise surveys. Comparable enterprise surveys todaycover some 70,000 firms in over 100 countries around theworld. The literature that has analyzed this data providesevidence that a good business climate drives growth byencouraging investment and higher productivity. Variousinfrastructure, finance, security, competition andregulation variables have been shown to significantly impactfirm performance. Section 1 of this paper outlines thetheoretical framework that underpins the investment climateliterature. Section 2 describes the available datasets andsurveys the key findings of the empirical literature, firstmacroeconomic and then microeconomic studies. Particularattention is paid to the robustness of the reported results.Section 3 highlights important econometric issues common tothis literature and suggests a research agenda and possibleimprovements in survey design.
