【 摘 要 】
The authors evaluate the effect ofvarious community level infrastructure rehabilitationprojects undertaken in rural Georgia on householdwell-being. Their analysis is based on combining householdand community level survey data. The authors' empiricalapproach uses the panel structure of the data to control fortime-invariant un-observables at the community level byapplying propensity-score-matched double differencecomparison. The results indicate that improvements in schooland road infrastructure produce nontrivial welfare gains forthe poor at the village and country levels. The impact ofwater rehabilitation projects is ambiguous. Schoolrehabilitation projects produce the largest gains for thepoor. The methodological lesson from this analysis is thatad hoc community surveys matched with ongoing nationallyrepresentative surveys can provide a feasible and low costimpact evaluation tool.
