Collateral can increase access tofinance, especially for small firms, and lead to betterterms for loan contracts. Many argue that firms are excludedfrom formal credit markets because they lack assets that canserve as collateral. In fact, firms generally have a widearray of productive assets that could secure a loan-but thelegal framework prevents this. Reforming collateral laws canunlock dead capital, as seen in Albania and Romania.
