This note outlines the challenges ofretaining and attracting high-skilled professionals, brieflyassesses both the 'brain gain' and the 'braindrain' in the health sector, and examines some of theexisting programs that encourage return. It provides anoverview of the role of the diaspora in fostering thetransfer of knowledge, technology, capital, and remittances.
