The Growth of Transport Sector CO2 Emissions and Underlying Factors in Latin America and the Caribbean

【 摘 要 】

This study examines the factorsresponsible for the growth of transport sector carbondioxide emissions in 20 Latin American and Caribbeancountries during 1980-2005 by decomposing the emissionsgrowth into components associated with changes in fuel mix,modal shift, and economic growth, as well as changes inemission coefficients and transportation energy intensity.The key finding of the study is that economic growth and thechanges in transportation energy intensity are the mainfactors driving transport sector carbon dioxide emissionsgrowth in the countries considered. The results imply thatfiscal policy instruments - such as subsidies to clean fuelsand clean vehicles - would be more effective in reducingemissions in countries where the economic activity effect isthe primary driver for transport sector carbon dioxideemissions growth. By contrast, regulatory policy instruments- such as vehicle efficiency standards and vehicle occupancystandards - would be more effective in countries where thetransportation energy intensity effect is the main driver ofcarbon dioxide emissions growth. Both fiscal and regulatorypolicy instruments would be useful in countries where botheconomic activity and transportation energy intensityeffects are responsible for driving transport sector carbondioxide emissions growth.
