This note questions how would approachesto personnel management be changed, so that staff incentivesfacilitate-rather than undermine-project implementation. Tosucceed, institutional reform efforts must be supported bypublic officials. Electronic government (e-government)initiatives pose challenges typical of institutional reformsin public administration. Such initiatives also requireaddressing the scarce skills, and high costs of theinformation and communication technology sector. The notedraws lessons from staff issues that impeded implementationof five e-government projects, and suggests how changes inpersonnel management can improve management of staff incentives.
