【 摘 要 】
This paper develops and tests a proposedmethodology that puts forward a new integrated method forevaluating the performance of development financeinstitutions. This methodology applies assessment criteriathat take into account both the social objective that thedevelopment finance institution addresses and the subsidiesit received in order to achieve such an objective. Thismethodology is applied to two pilot case studies-Banadesa(Honduras) and Banrural (Guatemala). The authors calculatethe previously tested subsidy dependence index, whichmeasures the degree of an institution's subsidydependence. The paper develops and estimates a newmeasure-the output index- which indicates the level to whichthe institution fulfills the social objectives of the state.The analysis integrates the subsidy dependence index and theoutput index to assess the effectiveness associated withmeeting the social objective. The findings suggest that theintegration of the two indexes can constitute the basis of ameaningful evaluation framework for the performance ofdevelopment finance institutions. This new methodology canalso be a useful metric for policy makers who are seeking todecide on an optimal allocation of scarce funds fordevelopment finance institutions that pursue social goalsand for management that seeks improved performance outcomes.
