This short country report, a result oflarger Information for Development Program (infoDev) -supported survey of the Information and CommunicationTechnologies (ICT) in education in Africa, provides ageneral overview of current activities and issues related toICT use in education in the country. Libya boasts thehighest literacy rate in the Arab world, and the UnitedNations (UN's) Human Development Index, which ranksstandard of living, social security, health care and otherfactors for development, places Libya at the top of allAfrican countries. Government reform plans in developing ICTinfrastructure in Libya and incorporating ICT in educationas key components in its overall development plans. Libyahas intentions to be seen taking a leadership role on theAfrican continent through sponsorship of major initiativesand projects, including those in the neighboring countriesof Chad, Niger, and Rwanda. That said, the challenges ofpoor existing infrastructure and a lack of skilled andICT-equipped teachers is a great challenge to the currentreform process.
