【 摘 要 】

In recent years, natural and man-madedisasters have confronted the international community withits most demanding reconstruction challenges since theaftermath of World War II.Managing the inflow of resourcesand spending those resources well have proven to be two ofthe main difficulties in such reconstruction projects,particularly after large-scale disasters. A central dilemmaof the public financial management of reconstruction is theneed for very high levels of accountability to demonstratefiduciary credibility, while at the same time ensuring therapid implementation of recovery programs. This paperidentifies options and lessons for managing post-disasterreconstruction finance in three key areas: (i) theestablishment of special institutions to manage thereconstruction process; (ii) the selection of publicfinancial management systems with respect to the applicationof country systems, special fiduciary arrangements, ordonor/NGO execution; and (iii) monitoring and evaluationsystems.The authors synthesize the phasing of assistanceand approaches in eight recent post-natural disasterreconstruction efforts (Aceh-Indonesia,Yogyakarta-Indonesia, Sri Lanka, Maldives, Pakistan,Colombia, Grenada, and Honduras) to help guide thepriorities and options for future instances of publicfinancial management for disaster reconstruction. The paperalso compares the challenges posed by post-conflict versuspost-natural disaster public financial management.
