【 摘 要 】

This paper aims to review the exportincentives currently implemented in Syria including the freezone system, identify the main weaknesses, and suggestmeasures to strengthen them. In particular, drawing on thebest practices around the world, it explores ways tointroduce a duty and tax relief scheme, manufacturing underbond arrangements, and an export processing zone system inSyria's trade regime, and to re-orient the free zonesto maximize their contribution to the Syrian economy. Therest of the paper is organized as follows: section two makesa case for development of an effective export incentivesystem to eliminate the anti-export bias in Syria'strade regime and foster its international competitiveness.Section three provides a summary of the main instruments ofexport incentives that are widely used worldwide and will beappropriate for Syria to implement. Section four reviews theexport incentives currently implemented and identify itsweaknesses. Based on the discussions in sections three andfour, section five suggests options for Syria to strengthenits export incentive policies. The final section presentsthe main conclusions and proposes steps for moving forward.
