The project was estimated to cost atotal of $814.6 million - the IDA Credit was for theequivalent of $188 million - and it was implemented by thegovernment over the period 1994-2001. The co-financiersincluded the African Development Bank, the European Union,USAID, Caisse Francaise de Developpment/Republic of SouthAfrica, Arab Bank Economic Development, the Kuwait Fund,KfW, donors for the Feeder Roads program and Phase IIdonors. The objectives of the project were to (i) contributeto the restoration of economic growth through improving roadtransport and protecting selected past road investments byrehabilitating priority roads, undertaking backloggedperiodic maintenance, and resuming regular maintenance ofthe paved and unpaved networks; and (ii) furtherstrengthening the capacity of the road sector to ensureeffective planning and monitoring by the government, and thedevelopment of private sector contractors and operations.
