【 摘 要 】
This paper develops a generalequilibrium model to analyze the marginal and joint impactsthat alternative macroeconomic, education, and socialprotection policies have on the dynamics of employment andunemployment by skill level.The model introduces adisaggregated treatment of the labor market thatincorporates an informal sub-sector in every sector of theeconomy. The analysis explicitly models the distribution ofskills in the labor force by following over time sex-agecohorts across various levels of the education system and inthe labor market.And it integrates a module that projectsthe revenues and expenditures of the pension system. Themodel is applied to the case of Morocco.Simulations showthat even under positive assumptions regarding economicgrowth, unemployment rates are likely to remain close tocurrent levels in the next decade. The paper argues thatonly an integrated package of policies that affect themacro-economy, the investment climate, and the education andsocial protection systems would allow sustainable creationof enough "good quality" jobs.
