【 摘 要 】

This note provides a short summary ofthe concept and key phases involved in implementing acitizen report card (CRC) survey. CRCs are client feedbacksurveys that provide a quantitative measure of userperceptions on the quality, efficiency and adequacy ofdifferent public services. They have been applied tonumerous contexts in different regions. Beyond the processof executing a survey, CRCs involve efforts at disseminationand institutionalization that make them effectiveinstruments to exact public accountability.
