In many countries, the resistances thatobstruct the setting-up of development-enhancing forms ofgovernance are problematic. In many cases, these resistancesare linked to firmly anchored beliefs that have to do withto the proper ways of acting in society. For many years,much was expected from a cultural modernization that was tobring about a radical change in attitudes and beliefs. Butin many places, the positive behavioral changes observedseem to relate more to making the most of the potentialitiesinherent to the cultures concerned. This paper begins inanalyzing how the appeal of such positive potentialities hasmaterialized in the countries that served as thelaboratories of modernity. The second part is grounded inobservations made in emerging countries, identifying moderninstitutional systems that best take advantage of thecultural context. This paper shown that successfulorganizations make good creative use of the local cultural context.
