【 摘 要 】

This Education Sector Study (ESS) is theWorld Bank's response to the need for a comprehensivestudy of Turkey's education system, in light of thedramatic changes that are sure to alter the country'ssocial and economic landscape over the next decade. Thestudy was prepared in association with the Education ReformInitiative of the Istanbul Policy Center on the basis ofresearch and dialogue with a wide array of educationstakeholders and actors. The overall objective of the ESS isto provide an assessment of current challenges to theeducation system in Turkey and identify policy options thatcan complement the country's existing pre-tertiaryeducation strategy. Volume one provides a completedescription of challenges, conclusions, and policy optionsfor the reform of pre-school, primary, and secondaryeducation. It includes an Annex that summarizes the researchstudies and policy notes commissioned to inform the report.Volume II is a collection of the complete research studiesand policy notes commissioned for the ESS report.
