【 摘 要 】
Critics of the aid industry have accusedit of acting like a cartel (Easterly 2002). The accusationhas some bite-globally the industry remains somewhatconcentrated, and for the typical recipient country, highlyconcentrated. Yet the most striking fact about the industryis how relentlessly competitive pressures are building.There has been a constant stream of new entrants, a steadyfall in global and local concentration, and a clear tendencyfor donors to break out of historical patterns of aid andcompete with one another. Could greater competition improvethe efficiency of the aid system?
