Governments, regardless of theircountry’s stage of economic development, make payments to,and collect payments from individuals and businesses.Financial resources are also transferred between the variousgovernment agencies. These flows cover a wide range ofeconomic sectors and activities, and in most cases theoverall amount of such flows is significant, for example interms of the gross domestic product (GDP). Improvements ingovernment payment programs that lead to higher levels ofefficiency, safety and transparency can have a significantimpact in the economy as a whole. Moreover, due to theirscale and nature, government payments programs can alsobecome an effective tool in the pursuit of other publicpolicy objectives, such as the modernization of the nationalpayments system or to promote financial inclusion forcertain population segments. Despite the relative importanceof government payment programs, there is no systematic setof references to guide governments and other relevantstakeholders in assessing the challenges associated with theeffective development and day-to-day operation of theseprograms. This report aims at filling this gap by presentinga set of comprehensive Guidelines that can assistgovernments and other stakeholders in developing andoperating safe and efficient government payment programs.
