【 摘 要 】

Irrigated farming is central to meetingthe world's food and fodder needs and will be even moreimportant in delivering on food security and watersustainability development priorities in the future. Highpopulation growth, climate change, increasing socio-economicgrowth, and water stress are key drivers of change. Althoughirrigation covers only 6.5 percent of the total land usedfor agriculture, it supports production of forty percent ofthe world's food and fodder output, with a gross valueof fifty-five percent of global agricultural produce.Improving irrigation performance is a priority strategy inaddressing rural poverty and in mitigating climate -changeimpacts, especially for the most vulnerable. Investment inirrigation has seen renewed interest in the past decade, andirrigation and drainage (I and D) governance emerging as akey focus for improved performance. Institutional failuresand poor irrigation performance have been blamed on lowcapacity, perverse incentives, misdirected policies, andweak implementation but these are only contributing factors.Investments in institutions of the past have aimed to fixthe institutions, with a focus on form and on organizationalstructure. The central message of this resource book is thatfunctions, processes, and related capabilities must be thepriority focus of all irrigation institutional interventions.
