【 摘 要 】
This paper evaluates how the Philippinesutilize social protection systems and programs to helphouseholds better manage disaster risk. Exposure andvulnerability to natural disasters and the effects ofclimate change are particularly high in the Philippines. Atthe same time, the Philippines has developed one of the mostadvanced social protection systems in the East Asia Pacificregion. The Department of Social Welfare and Development isprominently integrated into the national disaster riskmanagement framework of the Philippines, taking the leadcoordinating role in disaster response activities.Consequently, social protection programs are on thefrontlines of disaster response in the Philippines. Thispaper focuses specifically on the devastating impact ofTyphoon Yolanda, which struck the country in November 2013,as a case study against which the Philippines’ socialprotection response can be assessed.
