This study examines the role of socialprotection programming, and programming design andimplementation features, that are prominent in fragile andconflict-affected states. The main objective is to build onexisting, available information from a sample of fragile andconflict-affected countries and develop operational guidancethat addresses policy, design, and implementation issues andoffers operational solutions for social protectionprogramming and policy making in different fragile settings.The analysis showcases the universe of social protectionobjectives that are evident in these countries as well asthe programming trends, types, coverage, and expenditurepatterns. The paper also examines dimensions specific tofragile and conflict-affected settings in implementingsocial protection and labor programs, such as socialcohesion, the role of community-driven development, andpostwar benefits. Finally, the study highlights socialprotection and labor program delivery in seven differentcountry contexts, and discusses the country-specificprogramming options chosen to achieve the objectives andovercome capacity and operational constraints.
